Building an awareness website with live voting

Hi,

Does anyone know what kind of system I could use to display live voting?
You know the kind you might see on those auction sites on their home page.
Live scrolling info of each user as they voted, with their name, country,
time that they voted and maybe a short one liner of their topic.

I was talking to a friend about an idea for an awareness group,
It’s about animal protection and crulity to animals, just letting the
culprits know they are on the top of a list that is advertised world wide.

I know there are maybe sites like this, sort of, the more the merrier.
This put me off at first, because I don’t know if it would make a difference
But I’m not the only one on the planet that cares about animal welfare.
On land and in the oceans.

Some how some way, this will make their governments see what other countries
think about the same issues, and maybe change the way they think, who knows.

I asked a friend if they thought these people would even care,
Their reply was, it’s gonna be seen everywhere, it can’t be taken down,
And there’s a good chance it will go viral.

That’s a perfect reason for me to work on this project.

Any info or ideas appreciated, I want to keep it simple but modern.
