Building A Site Out Of Site & Then Moving It

I have an existing non WordPress Site which gets a reasonable amount of daily traffic. I want to upgrade the website to a WordPress Site. This will of course involve uploading the site & editing it whilst in view to the rest of the world.
So what I would like to do is to host the site from a sub folder of the main domain, & then once I’ve got the site looking right, transfer it to the main root of the domain & delete the old site.
The question is, how do I do it? I use Godaddy hosting exchange, so initially I would just set the site up in a subdirectory called /test. But what would I set the Site URL & The WordPress URL as initially (I’m asking because I got in a mess the other week doing the same thing).
Then, what would be the exact procedure when I transfer the entire contents of the /test folding into the /root folder.
Is it as simple as moving the site on the ftp, then altering the URL details to the root domain?
