    WC Option “Grant access to downloadable products after payment” is UNCHECKED
    Template Overrides: None.

    Once marking an order “Complete” in the Order page, WC does not grant download permissions. It sends the completed order email but with no download links. When logging into My Account, downloads are also not visible.

    I have to manually grant download permissions each order.

    Ok, so I nailed down the bug problem:

    When you mark an order as “Completed”, it does not set the download permissions. Instead, it emails the customer the “Download your files” email, without the links. You have to “Generate Download Permissions” under “Order Actions”, and then resend the Completed email again.

    I believe that the software not setting the permissions upon completion is a bug.

    PS — I think this is due to orders marked as “COD” being set to “Processing” instead of “on hold”, requiring me to have to uncheck that option in WC Settings where they cant download files until its marked complete.
