BUG: Ampersand in Category name

I recently made a category named “Movies & TV”, and I just realised that it does not get converted into a html entity (& amp ;), thus I get a xhtml validation error.
Im rather new here, but should there not be a seperate bug-report area? In addition to new features and ideas.. WordPress rocks!
