Broken for WP 4.5

On a new WP install with no other plugins activated and default theme, I am unable to create any redirects. Error as follows…
****ERROR: Unknown error adding role-specific redirect for role subscriber****
A similar error appears for any kind of redirection based on role or specific user I try to create.
