Broadcast emails not processing

I’m currently trying to send an email broadcast to my list using this plugin. The email seems to sit in the ALL BROADCASTS page at the top, like it is scheduled, but it doesn’t appear to queue the email in the QUEUE MANAGEMENT page.
I set the broadcast to go immediately. I’m running the latest version of WordPress (3.8.1) and the latest version of Javelin (5.3.11). I’ve not changed anything on my website recently and I haven’t noticed this issue before. I’ve also run the jobs in the BACKGROUND PROCS page and verified that my settings are set to 45 emails per hour.
