Bounce Rate Not Changing

I do the marketing analytics for a newspaper’s website, and they at first did not have the Google Analytics .js tracking code that was needed to properly track their views and rates for analytics. But once I re-installed the code, their bounce rate went from 48% to 87% and has been that way for over a month. I have looked into everything but still cannot understand why it is not fluctuating at all and why they have such a high bounce rate while they are getting great data in everything else.

Is there something that I could have done to cause this?
