border around images?

I would like to put a 2 or 3 pixel border blue border, #003366, around 2 images on a page.

The images are already posted. I tried to edit them and could find no fields to fill in for borders or anything like that.
But.
I know I have seen options for borders on other images on different posts, maybe at a different stage in the publishing of the post or something? I don’t know but it is gone now.

Is there a way to put a border around 2 pictures on a single page.
