I received this response from the support via email:
“This is not a bug. This is how the plugin code works. Popup Window must be in its original size. They are set like you showed. If you want to change them, specify the size in pixels or add a description and popup window.”
Even when entering a description the size is still wrong, at the bottom there is a lot of blank space. I can´t say that it is a “bug” but it is not well.

We additionally studied this feature.
This behavior only occurs in the Bing engine.
In others, there is no such problem.
We will check whether it is possible to fix this on our part or if the revision of the Bing Maps API is required.
