Photo Gallery plugin provides Generated Thumbnail Dimensions option, which determines the physical size of thumbnail images. The option is located in Photo Gallery Options > General page. Thumbnail Dimensions option, which you set when publishing the gallery, defines the display size of the thumbnails.
Please make sure to set Generated Thumbnail Dimensions larger than Thumbnail Dimensions. This is important and necessary for having a nice resolution on image thumbnails.
After making these changes, please press Recreate button:

I have photos uploaded at 1200px long side and I would like previews of 300px x 300px

the site after I click recreate stops like this with a ball that spins as if it were working but never stops

Yes, you can set 300px x 300px.
Please refresh the page in the options and recreate it again for the desired gallery, like so: https://www.loom.com/share/96dc94664f554becba7c39926f51a27f
