The bug is described quite well in the Twenty Twenty-Three forum:

Customized link colors in the theme is ignored when the Blocks plugin is active.

Can you inform us how to replicate it on 2023 theme?

The test page link is not found anymore.

Hi! Test page is up again.

To replicate this bug just make a paragraph with a URL/link and make the background black, text white and link white. The link will not be white, but still have the default link colour from the 2023-theme. If I disable the Block plugin the link with have the white color set in the paragraph.
