 * I hope you are trying to use it in the context of the tag BLOCKQUOTE. That’s 
   the only time that style should be invoked.
    Is there an URL/link where we can
   see this misbehaviour?

 * Looking at it, I realize that it does in fact apply the margins, but not the 
   background, font, text-align or borders.

 * In your css, just above the blockquote part, is a } all on it’s own
    Just a }
   Kill it 🙂
