Block Comment

Hi all,
My themes seems to over ride wordpress/jetpack comment system with the !important code. In my theme options I have disable/enable comments box, when i enable it, the comments are on all pages, when i disable its off on all pages. No matter if i try to fix it using the quick edit tool or in page editing. Can I go into the comment.php file of my theme and disable comments on a certain page? I tried contacting HB-Themes many times, but they are refusing to help by not answering. I got BulletPress theme from Mojo-Themes.com. Crappy service 🙁
