If the request is made automatically by a bot, you can try a captcha plugin.

If this is made by hand, you can block his IP. You can get the user’s IP in your contact form and then use it in a block plugin. Take a look at these plugins to do it.

Are you using a form plugin like Contact Form 7? Can you give us the name of this plugin and the URL you want to protect to get information and give you the best option to get the attacker IP?
