Big problem in 2.7 (Permalink) with another characters

My characters
i lost any characters after งานแต่งงานของชาวญี่ปุ่[disappear]

( is shorten to 30 char )
if (mb_strlen($post_name) > 30) {but in my characters is not 🙁
i have mb_strlen 😀
what is wrong ?
in wordpress.com i got same problem too.
help me please .
