 * Hi,
 * Would anyone like to provide suggestions on the best plugin to use to make a 
   multilingual website for WordPress. The website must allow the following.
    - Input in two languages.
    - The ability to restrict certain users to only enter in one language or the
      other.
    - The ability to change not only post and page language, but also the navigation,
      and other general text.
