Best Way to Upload File

    I’m trying to make a plugin that allows users to upload files. But every time I click upload, the file never shows up in teh designated source folder! I’m running wordpress using wamp on my windows machine? Do I have to set permissions to that folder somehow? What is the best way to upload a file via wordpress?
