Best Plugin for Categorizing Static Links

Howdy, Arf! Arf!

I’ve recently changed my Username from Shapeshifter2 to Shapeshifter 3. I have several queries using the previous name. At any rate, the huge numerber of plugins for WordPress is overwhelming. I’m using the PressWork Framework which is HTML/5 and CSS/3 structured. Does anybody have any idea which plugin will help me the most, with Categorizing & Ordering Static Links on separate Categorized Pages? My current pagination tabs display drop-down menus. I’m not sure that I want them. I was hoping that the viewer could just click on a page tab itself, and then be shown a new page with 2-3 columns of categorized Static Links. Instead, what they get are either a blank page, OR, pages of categorized Blog Posts Links. It is frustrating and not what I’m after. Any ideas?
