are you using a object cache plugin? Clear the cache should solve the issue.

Another workaround: Please check if the URL of the X Dismiss btn includes the parameter: “update_wc_price_based_country_nonce”. you can check by doing click on the button and edit the “Address bar”. If the URL contains the parameter, remove it and refresh the page.

example: http://www.example.com/wp-admin/?pbc-hide-notice=updated&pbc_hide_notice_nonce=xxxxx&update_wc_price_based_country_nonce=xxxxx

After remove the update_wc_price_based_country_nonce parameter:
http://www.example.com/wp-admin/?pbc-hide-notice=updated&pbc-hide-notice=updated&pbc_hide_notice_nonce=xxxxx
