Basic Settings – Zoom only works with one marker location

The “basic settings / zoom” settings works well until a second marker location is added. The correct zoom sized map flash on the screen before the maps seems to auto center and size, overriding the zoom setting.

Is there a trick to setting this, or is this a possible bug?
