Ban Users doesn't work with a lot of IPs

    when I check ban users with 10 IPs it sticks
    when I check ban users with over 200 IPs it won’t stay checked

    my sites been getting hammered by a lot of italian IPs lately so I have a lot of IPs to ban. i had to ban them manually via .htaccess because of this bug. just letting you all know about it.
