 * Hi,
    Is dynamic conditions used only with dynamic content? I’d like to set conditions
   on a section with a video as a background type (Elementor pro). I.E. [if there
   is no video link enable condition]. is this possible?
 * it seems that the the default video link field is not considered to be dynamic
   content.

 * yes Dynamic Conditions is only used with the dynamic tags provided by elementor.
   
   But there is already a feature-request for making video-background dynamic. I
   think it will be possible soone
