Background Image Wont Upload

When I go to customize the theme the background image upload feature doesn’t do anything. I can select a file from my computer but then nothing happens, it just acts like I didn’t try to upload a background at all. I’ve also tried dragging and dropping the file into the drop area with the same result… nothing.
