    Is there a plugin (maybe with a cron job function or anything else) to avoid the creation of a file in the plugins directory, if this file is named like ‘fuchinkmonit.php’ or any other. And the user of this plugin will add in a text field the list of files.

    Plugins like Wordfence or sukuri are monster big plugins… and don’t like

    Creation of a file by whom or by what? By what means? PHP, as is seen in plugin code, has very high level access to the file system. Blocking PHP would be an all or none proposition. A folder is ether fully writable or it isn’t. White listing allowed files isn’t viable if creation is being done by PHP. What WP users can do can be managed by role and capabilities.
