Just to make sure I understand, in the OneSignal WordPress plugin settings, you would like 2 toggles:
1. “Automatically send notifications when a post is published” – when selected, the push will be sent when the post is first published.
2. Another button “Automatically send when a post is updated” – when selected, the push will be sent when the post is updated.
If button 1 is selected and button 2 is not selected, it will send only when the post is first published and not when updated (unless specifically selected in the post).
Am I understanding correctly?

Yes, that’s 100% what we are after!
Before the migration, there was an option to uncheck “send to onesignal” on each post. I’m afraid this is now gone (at least on my installation).
I’ve just tried upgrading to v3 but had to revert back. It does seems that it now defaults to fire a push even after the post is already published, which would cause a big mess on our team as we’re constantly updating old posts. That needs to be turned on manually when updating posts.

I’m a bit confused.
The request (which I share) is that we have an option to notify only on published posts (not updating posts). We do the same, we update posts after the fact and so we can’t push notifications on updating, or we would flood users with notifications.
