auto embed?

Is there a way to make auto embed media links work on a localhost install?

On a page or post the links end up formatted with paragraph tags, not even ‘a’ tags.
Adding the embed shortcodes completely removes it from the post/page.

For example, I have no problem with this exact same flickr image on a remote hosted site.
