Have you or any developer you’ve worked with made any changes to the user permissions for the Author user role? I would suggest using user role editor https://wordpress.org/plugins/user-role-editor/ to check that the author user role has the correct permissions assigned to it.

Thank you so much for your ideas. I have been using a plugin called “Ultimate Member” to manage user roles. I also tried the plugin you recommended and confirmed that publish-post privileges were being given to authors. I tried making a custom role in ultimate member, but that did not work. I then tried deactivating ultimate member but that did not work either.
I am not sure what else to try. The authors should be able to publish posts. My other multisites work but this one does not. If you happen to have any further ideas, it would be appreciated.
I figured out the problem! The theme I was running was Astra (the Pro version). When I changed the them, authors could post. Using the role editor you recommended, I played around with the permissions on the role editor. If I gave the author the following theme editing permissions, they were able to publish posts:

edit_themes
