Attention Mr. GD Hosting

Am I supposed to upload the WP files to my GD hosted site? I am blindly intuitively going through the process … I did find a place on GD that listed the WP files with an option to upload, but I have had a “transferring data….” message for about 10 minutes with no time marked on the time bar. Someone named Michael at godaddy told me tonight that I am supposed to design the site at the wordpress site, then upload it to godaddy.
