ata Persistence overrites pre-populated data

From my experimenting (because I’m releasing an updated plugin based on this one since it seems abandoned.) it looks like it does pre-populate the expected way the FIRST time someone visits the form. I’m assuming with your experiments, you filed out the form once before, before trying to prepopulated values. The problem (which my update will have a setting for) is that this plugin doesn’t clear the persistence after a form is submitted. So it still sees your old input.
