My problem is that when checking out WooCommerce, the phone field. Both the shipping and billing address is optional, when I have marked it as mandatory.
It has nothing to do with mobile responsive design.

This is what happens, I don’t understand what you’re saying about not seeing anything wrong, because you just have to go to the checkout, make a purchase without entering your phone number and see that it lets you complete it correctly.
As you can see, the option in the configuration is set as mandatory.
You are currently using a checkout block for the checkout page. In this case, the settings from the Customizer will not work. If you want to make settings from the Customizer, open the checkout edit page and delete the existing block – then place the dedicated checkout shortcode on the page. In this case, the settings from the theme’s Customizer will be adjustable.
