The CSV Import is to import Entries into the directory. It does not register or create WordPress Users.
If you want to import WordPress Users, you’ll need to use a plugin such as this one:
I’ve never used this plugin, so I can not vouch for it, but it does have many users and seems well supported.

Thank’s Steven ! I tried it but I have import problems with it and I’ve posted a question on i: it seems to have strange rules to accept the user_name column…

They would be the same as the WordPress Add User page. Letter a thru z underscores only.

Here’s a little more thoroughly list than I provided previously:
a-z0-9<space>_.\-@
It is a little bit more inclusive than these, meaning there are other characters that you’ll find will work too. If you have a WPMS install of WordPress, you find that characters might be removed from the username.

OK. Thank’s a lot Steven! FYI, it works now with that plugin Import Users and Customers from CSV … but I don’t know why it didn’t work before! 🙂
