Yes, it’s possible to allow non-admin users to manually approve user registrations by using the User Role Editor plugin.
Install and activate User Role Editor, which allows you to assign capabilities to user roles.

Assign approval rights to a non-admin role (e.g., Editor):
Go to Users > User Role Editor.
Select the desired role (e.g., Editor).
Enable the edit_users capability.
Click Update to save changes.

This grants the selected role permission to approve or deny user registrations.

Could you please confirm whether you are saying that you’re unable to register a new user using the default WordPress form, or that you’re unable to register any users at all after configuring the settings mentioned above?
