Aspect ratio problems

I have an image size with 1400px width and 250px height, which i use for the header. When i crop an image the height is correct and so is the width (in a way), but the width is “forced” so to say.
For example i upload a 1980×1080 image, when i choose to crop it the selection box is 250px high but the width is 1980px i think the image is cropped at that size (1980×250) and then resized at 1400x250px resulting in a wrong aspect ratio.
