Can you please share more details here? Do you get any errors in the console, when you are trying to add a new action?
The first troubleshooting step you can take is to check for a possible conflict with another plugin you might have installed. To do this safely, you can follow the steps suggested here to temporarily enable just Contact Form 7 and Redirect for CF7 https://docs.themeisle.com/article/1112-theme-doesnt-work-as-expected-troubleshooting-guide

Ah, I had this Google Sheet connector plugin activated as well, and when I deactivated that, the Actions tab worked! So thank you, that did the trick.
