Are drop downs supposed to miss a title/label.

In both the user profile page (screenshot) and in the Users Extended view (screenshot) drop downs don’t have a label, this seems to be because we have to put the drop down options in the label box instead of the values box for them to work (screenshot).

Is there a way to show a label/title for a drop down box? Maybe we could add the label in the value box instead? If you would consider this under development please consider providing a quote for your time.
