Appearande "editor" option is gone..

Hello.. I do not see the “Editor” option of the Theme.. also i cannot change the “wordpress Url and site adress url”.. it seems that someting is blocking editor options of the site..

I deactivate all the plugins at itdoes not work.

I just move database and content from another url… both sites are in 1and1 – server… and this one is installed in a shared server, and the other site i have in that server have NOT this problem..
