API Plugin Install not activating

According to the documentation (https://developer.wordpress.org/rest-api/reference/plugins/#create-a-plugin)
I should be able to pass a status to the endpoint and activate a plugin on install.

When trying this:
https://$SITE_URL/wp-json/wp/v2/plugins?slug=$PLUGIN&status=activate

the plugin installs correctly and no errors are thrown, however the status of the plugin is still inactive. Should I be passing this differently?
