    That is the method to find it.
    If you truly did deactivate each plugin and switch themes and it’s still there, then your site is hacked. Proceed with cleanup procedures. (Unless you edited core WordPress files.) Or if the installation was corrupted, try reinstalling, from the Updates page.

    Since it doesn’t show anywhere in the page source I would first check all of the theme files for that code snippet ( /* */ ) because it shows on all of the site’s pages.
