Anyone Can Register Button Unchecks

I only have one plugin enabled and it’s your Really Simple SSL. As soon as I enable it, the “Anyone can register” unchecks itself and won’t stay checked in Admin, Settings, General. I disable Really Simple SSL and it checks back. So there’s a conflict here.
