another way of registration

hi guys…
i’ve installed wordpress in august as a public blog. we are trying to make it a free platform to discuss about poetry.
since then around 100 people registered; but only 10 people is writing.. i want to make registration e-mail adress mandatory. (indeed, i wanna make it harder, so that only real poetry fans get registered. )is it possible to make people receive their password via e-mail? (just like bbpress)
on the other hand we want to choose people to write. after registration we have two option: a newcomer can write or can not! but i want to read his/her writings without posted; so we can decide if he/she is serious enough to write on poetry.
so; do you have a suggestion or i use a wrong software?!!
(btw, im not native english speaker, so excuse my mistakes)
