Animations are not working

I installed this plugin in 2 different sites and it was working perfectly. I created a new website now and it doesn’t work. I used the ‘id’ attribute and ‘name’ attribute, and it doesn’t work with any of them. When you click the link it jumps abruptly to the anchor.
I tried also downgrading the version to 1.8. Not working. The ‘back to top’ button doesn’t work either.
May it have to do with the last version of WordPress?
This is the website I am building: http://www.factoriahispanapp.com. It should work when you click on the ‘What We Do’ section > Web design.
