Thanks for reaching out. It looks like the functionality used to toggle the visibility of Table of Contents Plus is JavaScript based, meaning it’s not AMP compatible.
While there are some AMP compatible alternatives in block based plugins and individual table of contents specific plugins please allow me some time and I’ll check whether I can provide you with a working solution. I’ll follow up with you later in the week.

You’ll find 2 update files to ensure the same working toggle for Table of Contents plus. I couldn’t find an easy way to overwrite the plugin files or functions.
In order to use please replace the existing toc.php and screen.min.css files with your table of contents plugin folder with the ones from the gist. Ideally you could make a fork of that plugin to ensure plugin updates won’t overwrite the modified files.
If the above doesn’t suit you may consider using the Simple Table of Contents block, or another AMP compatible alternative.
