WordPress has, in the past two years and beyond, added many improvements on how images are handled.
The alt tag, for instance, is since already automatically configured.
This happens when you’re using the “insert image” system in the text editor; and always in the visual editor.
You can influence the alt tag by giving the image a title, a description, or — more specifically — an alt tag input. This can be done through the image editor.
About the reflection to the post title, I did a little experiment where I simply entered a post name for an image that didn’t have tags to reflect that post title.
The results: The images from that post showed up in Google Images :).
Conclusion:
I believe the alteration you’re looking for is no longer needed (if ever, I haven’t looked into the history of Google Images) and it’s therefore not planned to be included within The SEO Framework; nor should you lay your focus on such.
