allow non-admin access to plugins only (not pages, posts, etc) (1 post)

I have 3.5.1 and a bunch of plugins. I want to be able to assign a standard non-admin user the right to log in and manage a set of plugins, but nothing about the site itself (users, comments, pages, pingbacks, etc). So they would see the admin interface, but only see the menus added by whatever plugins I allow them. I have been searching various places for such a manager but don't really know what search terms I should use.

Is there a way, without changing some elses plugin code, to manage the plugins that are visible in the admin page to non-admin users?
