You can use a third-party plugin like the User Role Editor to have more granular control over who may access what in the site’s wp-admin.

So, I do not want the end user in the site admin. For my project, I am building a job board, end users will not be logging into the traditional back-end of WordPress.
I am looking for something that can work on the front-end. Let’s say I am a recruiter, I register on the website for an account. THen, my manager wants to also access the same data and review applications. So now we have 2 users working for the same company.
I am looking to see how that can be done.
Please let me know if that makes sense.

The User Role Editor plugin I mentioned before should be able to be configured to assign unique capabilities to any existing or new roles you create:

You may also need to consider another third-party plugin for the creation of groups with permissions in common, but I’m not personally familiar with any. This one seems to be popular:
