Allow Logged-In Users to Upload mp3

I am searching for a solution to allow logged-in users to use a form to upload an mp3 file and make a post on my blog. This would be for sharing files amongst members of the media, not illegal file sharing.

I want visitors to be able to come to my site, sign up if they haven’t already, receive contributor status automatically, and when they submit the form, I just have to approve it and it goes on the site with the soundfile autmoatically.

Is there a solution out there for this?
