Actually, we maintained the WordPress standard rule.
Usually, Capabilities are added to the WordPress dashboard menu for the administrators.
Maybe you created a custom role as a publisher, that’s why the menu is invisible to the publisher user.
So, would you please tell us what kind of capabilities you want to provide for the publisher user?

This is the WordPress rule and it can’t be changed.
Have you created a custom role for the publisher?
If so, you must assign specific capabilities to the publisher’s role to manage the dashboard menu.

Currently, our plugin doesn’t have an option to hide or show the menu by role.
You could do it in a custom way by using other third-party plugins.
