All shipping rates show at checkout?

    Hi, I am running an ecommerce store with woocommerce and I have 2 shipping options National ( standrad and express shipping in spain ) and International shipping ( shipping to all countries ) At checkout, after the customer chooses their country all 3 shipping classes show. I want to set it up in a way where if a spanish customer enters spain only the spanish shipping rates will show. If a customer enters any other country then I want the international shipping to show. How can I do this??
