à character is not showing properly

I have coded a website that has French content and all characters show up correctly, except the “à” character. The characters show up fine in the rich text editor on the admin page, however when output on the page using the_content() it does not show correctly. Instead of the character I see a “?” (�). When I click on the HTML tab and manually replace all instances of “à” with “& agrave;” it displays correctly both in admin as well as on the front end.

Anyone have any ideas how I can fix this?
