 * Is it possible to age restrict a website to 13+, but by doing this through the
   birth date on ultimate member registration form?
 * e.g. if birth date is under the age, do not allow to continue?

 * It is possible to set “Specific date range” in the birth date field settings,
   however, if you want to use validation you can add number field and apply validation
   or create a custom function.

   Are you suggesting I create a number box asking for the registrant to type their
   age in?
